Meet the experienced and friendly doctors and staff who make Meador Eye Clinic a proud provider of vision care products and services in North Little Rock.


Russell Simmons, O.D.

Photo of Dr. SimmonsDr. Rusty Simmons joined Dr. Meador in 2024.  He has practiced optometry in Arkansas since 1983.  He received his undergraduate degree from Ouachita Baptist University and his Doctor of Optometry degree from Southern College of Optometry in Memphis, Tennessee.

His training included primary care optometry, pathology, glaucoma management and emergency care. He likes working with difficult contact lens cases including bifocal and astigmatic contact lens fittings. His general practice of optometry includes treating and managing glaucoma, diabetes, cataracts, Lasik and other refractive surgeries. Dr. Rusty works closely with several cataract, retinal and refractive surgeons to ensure the best outcomes.

He has served on the board of the Arkansas Optometric Association, and on numerous committees, and served as the chairman of the nominating and awards committees. He has served on the Association’s PAC board and is currently the Career Guidance Chair as a doctor/student liaison and contact for current and graduating students. Dr. Rusty assisted in creating a new Lifetime Excellence Award for the state association and received the Distinguished Service Award for Optometry in 2012. He is a strong supporter of Optometry Giving Sight, a worldwide organization to provide eye care and educate doctors in developing countries. Dr. Rusty is a member of the local Chamber of Commerce and other civic organizations. A strong supporter of our local athletics and, of course, the Arkansas Razorbacks — Woo Pig Sooie!

Dr. Rusty currently serves as the Administrator of Vision Source for Arkansas. He lives in Benton with his wife Karol, and has three children, Bradley, Will and  Brynne. In his free time he likes to find new restaurants, fish and spend time with his family.


Rick Meador, O.D.

Since graduating from the Southern College of Optometry in 1982, he has dedicated his career to helping patients achieve and maintain optimal vision health. Known for his compassionate approach and clinical precision, Dr. Meador has built a reputation as a trusted healthcare provider in his community, where generations of families have come to rely on his expertise. He believes in taking the time to understand each patient’s unique needs and works closely with them to develop personalized care plans that address both immediate concerns and long-term vision goals. 

Beyond his professional achievements, Dr. Meador leads a vibrant and fulfilling life. He has been happily married to his wife, Annette, since 1978. Their strong partnership extends beyond their personal life—both are licensed pilots and share a love for aviation. Dr. Meador is also an avid traveler, often combining his love for exploration with his interest in learning about new cultures and communities. He is a proud father of two children, Lindsey and Daniel, who continue to inspire and support him. He takes great joy in spending time with his family, whether at home or on the go, and values the strong bonds they share. 

Dr Rick, and wife Annette have also been members of Central Baptist Church in NLR for several years.  Dr. Rick Meador exemplifies a rare blend of professional excellence, personal integrity, and genuine compassion. His lifelong commitment to his patients, paired with his enthusiasm for life beyond the clinic, make him not only a respected optometrist but also a beloved member of his community.
